The organic law on environment protection made the environmental impact assessment (EIA) mandatory for approval of major projects, activities and programs in the Republic of Rwanda. However, besides the legislation, guidance is needed of a more technical nature to streamline the conduct of EIA and appraisal of EIA reports. As such, the establishment of General guidelines and procedures for environmental impact assessment, which unifies the legal requirements with the practical conduct of EIA, meets a need in the pursuit for sustainable development in Rwanda. |
